Sent instructions to Teresa Carlon about converting existing wiki pages to rst format using pandoc

Created a initial version of for all modules under volttron/services, volttron/applications, volttron/examples, volttron/platform and volttron/drivers Resolved all import errors. Yet to resolve error in indentation. Need clean up of unwanted/depricated classes

I am closing as most base agents now have been documented thanks @schandrika and @kmonson for their efforts in this!

I will be putting more specific issues for agents that need further documentation later.
