Default auth.json file #415

The default auth.json file will allow all localhost connections (e.g. 127.*) connections to make communication on the same device trivial.

This is now possible through volttron-cfg command when setting up the platform. One can restrict the platforms that are allowed to connect so that we can prevent malicious outsiders from harming the platform.
