Develop our strategy for dealing with github issues. I have looked at a couple resources that I googled and will propose from there.

In addition there are services we could look through such as https://waffle.io/VOLTTRON/volttron that might be what we want...better than jira, but looks like jira

The above waffle even seems to have push events so you can see when someone makes a comment here through github realtime...very cool.
