Set environment variables for all VSCode child processes #50

Node accepts various settings through the NODE_OPTIONS environment variable, for example --stack-trace-limit or --max-old-space-size. I'd like to be able to configure NODE_OPTIONS such that all processes (including those spawned by first-party or third-party extensions, like the ESLint or TypeScript ones) are affected by it.

For security (given the presence of --require in the list of flags allowed in NODE_OPTIONS), this feature should probably be reserved to trusted workspaces.
