Describe the bug A clear and concise description of what the bug is.

Please confirm that this problem is VSCodium-specific

This bug doesn't happen if I use VS Code. It only happens in VSCodium.

To Reproduce Steps to reproduce the behavior:

Go to Settings
Quick search, write "encoding"
Change to Windows-1251 and edit file with cp-1251
Save and check encoding file

Desktop (please complete the following information):

OS: Windows 10 22H2
Architecture x64
Version 1.85.0
