Use sysroot for PPC64LE #1857

Enables build of REH for Linux PPC64LE.

Depends on https://github.com/VSCodium/vscode-linux-build-agent/pull/22 for SHA (and possibly tag if tag differs from microsoft/vscode-linux-build-agent)
