Enable Sherpa/Romeo lookup in submission form on vtechworks6-dev #579

In the submission form, if you choose the content type, Article, then on the second page of the submission form will be a textbox for Journal Title. Please enable the Sherpa/Romeo lookup button that should be below this textbox in vtechworks6-dev. The setting are in #174. The file changes for DSpace 5 are in PR #306. Also need to add the change in PR #467.

dspace/config/dspace.cfg needs to be overwritten in local.cfg.
dspace/config/spring/api/sherpa.xml needs to be modified.
dspace/modules/additions/src/main/resources/spring/spring-dspace-addon-sherpa-configuration-services.xml needs to be added.
The changes needed for dspace/modules/xmlui/src/main/webapp/i18n/messages.xml are already there.
dspace/modules/additions/src/main/java/org/dspace/app/sherpa/submit/SHERPASubmitService.java needs to be added.

additions/src/main/resources/spring/spring-dspace-addon-sherpa-configuration-services.xml # used for Sherpa Romeo authority control, https://github.com/VTUL/vtechworks/commit/182d6b35cca5def43799e860da4dcfc3804673aa. dspace-api/src/main/resources/spring/spring-dspace-addon-sherpa-configuration-services.xml does exist in DSpace 6.
