Bids optional #433

These changes make bids-related dependencies optional. This will greatly simplify the default installation of dax.

Gold. We also need in the install docs, or Xnatdownload docs, or ??? the info that the optional BIDS option is required at install in order to use BIDS/BONDS features. I'm not sure where they all are.
