XnatCheckLogin should report on permissions issues with .netrc #439

XnatCheckLogin fails with an unclear message if permissions are not correct on ~/.netrc file. We need an error message that clues users into to the need for .netrc to not be group/world readable.

Do I need to go ahead and pull this into production? Where do we do that? It's merged in the github repo.
