High FPS issues

[DCxDemo]

Steps to reproduce:

• disable vsync
• set fps limit to 300

Observed bugs, likely wasn't fixed for time delta at all or fixed imprecisely:

• [x] Faster special bar shine wobble
• [ ] Faster main menu transitions
• [ ] Physics feel a bit floaty?
• [ ] balance is reported to be more difficult to handle
