feat: Added category in homepage with sliding effect successfully issue 271

Title: Added category in homepage with sliding effect successfully.

Description

1. Added Marque package to add the effect and fetching the tags from the backend.
2. Also user can click and naviagte to the tag page where all the posts is related to that tag.
3. The design is responsive and can work in both light/dark mode.
4. Takes the help of PR #270
