[Feature Request]: Add hover effects on scrollbar thumb. #310

Feature Description

I want to add hover effects on thumb so user can feel that he/she hold scrolllbar.

When someone hover on thumb it's color change and add cursor pointer.

Use Case

Better feel.

Benefits
