change "does not" to "can not"

because it was sounding like ISP doesn't poison on purpose, which is wrong.

Your version sounds strange to me. If the ISP does not perform poisoning, that doesn't mean it is not capable to do that.

ISPs are not capable poisoning if someone using secure DNS such as DoT and DoH.
