New contacts don't appear in the contact list until explicitly enabled in Options-Events-Ignore

What steps will reproduce the problem?

1. Wait for a message from a new user is received (I use only ICQ protocol).
2. Tray icon flashes.
3. Open the message.

What is the expected result?

A new user should appear in the contact list.

What happens instead?

A new user does not appear in the contact list until explicitly enabled in 
Options-Events-Ignore.

Is this still an issue? I tried with an IRC contact and it was visible before 
and after adding permanently to list.

I use only ICQ protocol in Miranda so I don't know about other protocols.
With 0.9.4, I had no normal new contacts yet, only spammer contacts appeared 
several times. They all were visible immediately. So maybe the issue is fixed.

Today I saw a new contact (a spammer) that was not visible. I have found a 
regularity: if a new contact only sends a message, it is not visible in the 
contact list until checked in the "Ignored" but if it sends an authorization 
request, it becomes visible.

Apparently so. Assigning to ICQ although I'm not sure about every other 
protocol...
