WinPopup protocol not accept messages at work via RDP

What steps will reproduce the problem?
1. need to setup plugin in messenger service mode
2. send a test message from another computer via messenger service: net 
send NAME test

What is the expected result?
1. pops a message window from messenger service
2. winpopup plugin accepts a message

What happens instead?
1. pops a message window from messanger service

Winpopup is not a core plugin thus we don't provide support for it here... 
please 
report it to it's developer...
