New message indicator for group chats won’t work with focused window

What steps will reproduce the problem?
1. Start at least two group chats. They have to be in the same window in two 
tabs.
2. Leave the focus on the chat window. Chatroom #1 is active.
3. Some other user writes a message in chatroom #2.

What is the expected result?
The protocol icon in the tab bar, showing chatroom #2, should be overlayed by a 
small balloon icon. This works as an indicator for new messages in those 
chatrooms, which are not active at the moment.

What happens instead?
The overlay icon wont’t be displayed.

Additional notes
If the chat window (with all tabs) was not in focus, the overlay icons will 
(correctly) be displayed, even for the active (and maybe even visible) 
chatroom. The errors occurs independently from the chat protocol (tested with 
XMPP and IRC).
The chat.dll plugin doesn’t show this bug.

2.9.0.4. The bug still remains.

Ok, 

1. Please provide VersionInfo report as you changed plugins. 
2. VersionInfo needs to be generated by Crash Dumper and we need complete 
report (do not cut it in the middle)
3. Make sure you are using default icons and did not redefine anything.

I copied a test version with a fresh profile and a minimal amount of plugins. 
The version information is attached.

@Comment3:
Reproducing needs either a fast mouse or a second user who writes something in 
chatroom #2. I can say that with the minimal plugins and default settings, the 
bug still remains. The balloon indicator only shows up, if the chat window 
itself wasn’t in focus by the time of receiving a new message.
