HC does not enable dekstop layout when file selection dialogue opens, for example, selecting a new profile .exe #1124

Describe the bug A clear and concise description of what the bug is.

To Reproduce Steps to reproduce the behavior:

  1. Enable Desktop layout
  2. Go to the profiles page
  3. Create new profile by hitting the + button
  4. The Windows file selection dialogue opens, but it can't be controlled as gamepad mode remains active

Expected behavior To be able to select items in the Windows dialogue when I activate Desktop mode, right now, a user would be simply stuck doing this from a couch gaming perspective.
