Describe the bug Unable to map the Guide button to the OEM buttons

To Reproduce Disabled Armory Crate services and restarted:

Updated Default profile to map OEM 2 and OEM 3 to the Guide button. But the Guide button does not get activated. Have tried triggering Game Bar and the Steam Menu when in Big Picture Mode or In-Game.

Game Bar shortcut for Guide button is enabled. When that did not work, I tried enabling the Steam "Guide Button focuses Steam" setting as well to test.

I've been enabling the above settings in Game Bar and Steam in a mutually exclusive manner

Expected behavior OEM2 or OEM3 should trigger the Game Bar or Steam Menu (when in Steam Game)

Mapping other buttons works (I used A to test).

Also able to hotkey Quick Tools menu to OEM1 without issues.

So this seems specific to the Guide button

I don't think this is specific to 0.18.0.1, I was having this issue in previous releases as well.
