New block dock/pier that cant be placed on ships #212

It would be great if we had a block that fits the appearance of a dock or pier but that does not get absorbed by the ship.

The block(s) should be blacklisted from being assembled into a ship and attempting to place this block(s) should resolve in the block being placed in the world (not on the ship).

perhaps something like waxed planks would work
