1.20.1: Proxy server causes client freeze when VS2 + Clockwork is loaded

Issue description

When using a proxy server like Velocity, it seems to break network not allowing players to move .

Issue reproduction

Create a server for Velocity proxy and add a Fabric target server, when joining you shouldn't be able to move.

Possibly caused by the network moddifications VS2 adds.
