vulkan fps is lower than dx11 same to dx9 #160

in dx11 i get 70-100 fps but in vulkan it gets only 50-70 sometimes it drops to 40.in dx9 it get over 60 fps. . when i always run vconsole says, [ W RenderSystem ]: Unable to open Vulkan pipeline cache shadercache\vulkan\shaders.cache file - might not exist yet.
