Mouse slows down momentarily when vulkan api is used #293

Please describe your issue in as much detail as possible:

My mouse slows down for a moment at 5 second intervals or so. I thought the game was messing up my DPI or sensitivity somehow but after several processes of elimination, I rooted out that setting the rendering API other than Vulkan removes the mouse slowing down problem. This only happens in dota 2. Before I identified the problem, I tried to search for cases similar to mine but I can't find one immediately.

Steps for reproducing this issue:

  1. vulkan api enabled through in-game settings
  2. used directx 11; problem disappeared
  3. tried to enable vulkan api again through launch options
  4. problem returned

Just to add: My monitor's native resolution is 1080p and I thought that I should try AMD's virtual super resolution and changed my dota 2 in-game video settings resolution to 1440p. I am not entirely sure if this is the cause but after that I started feeling the mouse lag/slow. At first, I thought that it was just me sucking but after days and days of playing I noticed that there was indeed a problem. So the first thing I did was revert it back to 1080p and see if it does anything but to no avail. I don't know if this might help and I'm not entirely sure if this was present before or after what I did.
