autocast effect is inconsistent #320

just played enchantress, and im unable to tell when autocast is on and off.
might be related to the fix applied for disappearing icons ?

Fedora 30 Ryzen 2700 R9 580x Mesa 19.1.5, but also tested with 19.2, 19.3

I took 2 screenshots. The top is when autocast is off, and the bottom is when it's on. There is no "sparkle" effect. When the ability is on cooldown, there will be a faint sparkle effect that glitches in and out. While there is an indicator, it's very hard to see from a glance.

Thanks for the additional repro instructions. I've got a fix for this and it will be in the next Dota update.
