[WINDOWS][FLICKERING/BLACKOUT] Vulkan API flickering when `Alt`+`Tab` ! #333

Please describe your issue in as much detail as possible:

What expected: Smooth Alt+Tab between Windows Desktop and Dota 2.

What did happen: Screen flickering/blackout for a moment when Alt+Tab using Vulkan API.

Steps for reproducing this issue:

Launch Dota 2, apply the vulkan API in video settings. Restart Dota 2.
Alt+Tab to desktop.
Screen flickering/blackout when using Vulkan, It was smooth with DX11 API.
