Poor implementation of the Vulkan render #395

Please describe your issue in as much detail as possible:

You have a very poor implementation of the api Vulcan render. When entering the game, the frame rate is not displayed normally (it shows, say, 75, then 1, then 9) until the main menu loads. The main menu also freezes until the screensaver loads completely. Loading the game with friezes (the stage of bans and hero selection). And in the game itself, color artifacts often randomly come out (well, for example, mouse clicks instead of a normal green arrow on the ground display a square or the effects of a Rubiсk's staff, one of the robes of the AA). Then when the game starts after about 1 minute of the match, then acceptable performance. Please fix these problems. I think a radical reworking of the render implementation is needed here.

Steps for reproducing this issue:

  1. Select Vulkan API
  2. Play
  3. Spectate lags, artifacts and freezes
