This issue still persists on the latest Nvidia driver. I'm having the same issue as OP, when disabling VSync the flickering occurs consistently & when enabled, the flickering still occurs during team fights. I'm running Arch Linux + Wayland.
Wanted to bump this issue for visibility.
Still happening on latest Dota 2 update, on KDE Plasma 6 using Kwin Wayland, running the game through Steam Flatpak version with all platform dependency (including NVIDIA) updated, the FPS seems fine but can't be really sure since it's jumbled by the flickering of the rendering.
This is not an issue at all using Kwin X11 in KDE Plasma 6, which quite frustrating because now I really like Wayland it looks and feel smooth, but I need to log off and switch to X11 to play Dota 2

Probably problem is not on the Dota 2's side, I am waiting for 555 driver.

Please describe your issue in as much detail as possible:
VSync reduces flickering, but even with VSync enabled when there was a fight flickering was present. It was also present for ~3 seconds after Super + Tab into the game, or when the game was in the background.
Flickering is only present on Wayland. Switching to Xorg solved the problem.
