It sounds like a firewall issue where something in your network setup thinks that Dota is doing something bad and locks things down. That's just a guess and could be totally wrong. I'm not sure that we'll be able to tell you much more.
The Steam output is just Steam doing various things. I don't see anything particularly unusual there.

It's the Steam voice chat support.
This problem is super weird. After I start dota 2 and try to search for a game, the internet connection will literally shut down until I close the dota 2 client. By shutting down, I mean not just the dota 2 client, but from other apps or devices. My phone will be unable to connect when it's on the wifi during this time. A pinging of google.com in a terminal stops. Tried to play CS:GO and it didn't have the same problem.
I have tried reinstalling steam/dota2 including deleting the data directories.

Additonally, what's the StartVoiceRecording all about?
