Extreme LOW FPS - RTX 3080/i7-13700K (Latest Patch) #10815

Description

I was getting extremely low FPS in my last match, Especially after I respawned. For some reason with the 10th year anniversery, I started noticing lower FPS when stuff was on the screen, like CK illusions or Undying zombies, but I never had that problem before, but with OGRE my FPS just tanked 50%. I went from a rock steady 240FPS(locked) to as low as 110, even after the fights were over, the frametime wasn't stable what so ever either.

Even more than before. It was fine for few months, took a 3 week break from Dota 2, come back, I am getting 90 FPS on teamfights. I used to get 200+
