Description

BLADE MAIL doesnt return SKY's ultimate when he has the neutral item DANDELION AMULET

It works fully, the clip shows Skywrath taking blademail damage as normal, it's just not that much damage because Sky has 40% magic resistance and spell lifesteal through his Q alongside Sky getting a bit of Io healing. It's 100% working because Sky does take damage and nothing else is dealing damage to him (and it shows in combat log).
