Bots don't buy items in friend list matches #11904

Description

I played a few games recently with friends against bots to get them into the game. It was 3 humans and 2 bots vs 5 insane difficulty bots on default bot script.

For some reason neither the bots on our team nor the bots on the enemy team bought any items and would only use their money for buyback.

When our friend went to play bots by themselves, they reported that bots bought starting items as normal, but upon trying again in another match, there were no items bought by bots at the beginning of the game.

This was not a custom lobby.

I have had the same issue today. Bots on my team and enemy bots did not buy items
