I am a perfectionist and have been observing this bug for many years. This visual bug annoys me a lot.

this is not a general visual but. It has to do with your specific in game graphic settings.

I see this very often in other people who stream on twitch

This one annoys me too, but luckily dragging and hovering an item over the highlighted slot removes the highlight.
