Behavior Score still Broken - Can be reported while muted and both scores are always the exact same #13153

Description

I have been muted for 30 days. I am on day 27. I am still receiving an incredible high number of reports in Turbo for comms abuse. I don't use any voice lines, don't type in chat, and only occasionally ping.

Similarly, behavior scores and comm scores are once again exactly the same.

Example Match ID (and possibly Timestamp)
