Game does not accept mouse input in the main menu #13437

Description

This issue started happening for me approximately around the 7th of November. However I have seen reports of a similar issue happening back as far as 2018. The replies to these reports did not offer a permanent solution.

Since the last game update, I've had an issue happen almost every time I open the game: I game refuses to accept any mouse input whatsoever, besides one thing: I am able to focus the chat input of my Guild chat, but I cannot click any menu options. The game also doesn't show the ingame cursor, but rather the desktop cursor. I am able to do very limited navigation with hotkeys however, including accepting party invites. If the party subsequently finds a match of any type, I can then accept the match by pressing enter, and once the game begins I regain mouse control.

According to what I could find from old reports, the issue most likely comes from a type of overlay. Many others had success disabling the Discord overlay, but I have never used this feature. It appears to me that rather than Discord or another third party program, it is in fact the Steam Webhelper overlay that causes the issue. Not the ingame overlay, which by the way works fine - but Steam itself. This is consistent with other issues that started during the summer update, in which Dota 2 had bottlenecking issues undoubtedly related to Steam faults, such as having the Friend List open causing ingame FPS to drop by a factor of up to 4.

Whatever the case, it is extremely tiresome having to restart my game while closing multiple other programs that may or may not cause issues making the game entirely unplayable solo unless I resolve them first.

I've done further testing and it appears that closing the Steam Friend List before starting the game prevents the issue from happening. So it does indeed appear to be a Steam problem.
