This is not a bug other than the UI as I believe they have said previously. Mines are units and the source of their own damage, techies is not the source and thus they don't get spell amp. Same goes for all other wards and summons. Unless they spontaneously decide to implement a custom system specifically for buffing all the unit summons because of rapier, which I wouldn't expect as it would require rework of just about all of those abilities and their summons.

Techies - Proximity mines
Description
Spell amplification does not work on techies mines, although with the alt button held down you can see that the damage should be increased.
This was also in previous patchesprevious patches, but with the rapier update in the latest patch, this problem has become more noticeable.
