Testing in a custom lobby (note: cheats enabled, otherwise default settings), invisibility rune damage scales (based off of number of invisibility runes spawned, not cycles) but haste only ever has 22s duration. Tested it both ways, by using -spawnrune to cycle through (which worked for invis), and by leaving an untouched new lobby for 22 minutes (guaranteeing a full cycle). In both cases, haste rune had 22s duration.
