Just found a post similar below, with a comment saying it was likely only a visual bug, however the lack of movement speed and attack speed were clear until items were dropped(its how I noticed)
Combat log confirms its def just a visual bug.
Its a weird one. Desolator would count soul stealer damage in bonus but not the +50 until moving the deso to a backpack slot and back into inventory.
I(embarrassingly) only play bot matches currently
Bots don't complain or require an explanation when someone or something needs my attention for a few minutes and I pause the game.
Is there a solution for this by the devs? or are we just gonna move to backpack and forth again just to get the stats for every item we buy or combine...
I have this issue as well, hopefully Valve will notice and fix it. Stats bonus are displayed as normal, but other stats in the HUD: damage, att speed, movement, armor, health/mana generation wont update when you have the item. It only update when you drop and pick it up, this bug also happen with the bots as well, you can see their item stats is not updated in the game, unless you have an identical item with them and you have already drop/pick it up.
reporting this bug still occurring and is annoying. please devs fix this bug a.s.a.p, thank you

Description
I(embarrassingly) only play bot matches currently, and recently items do not grant their stats or bonuses until dropped on the ground and picked back up. Neither receiving an item from the courier or buying straight from the shop apply the bonus(or atleast upgrading a base item into a higher tier will stop bonuses as well). This applies to attack speed, damage, movement speed ect. I have not played matches so this may be a local game host issue, or somehow associated with the bots package(one of the top choices you can DL from community), I am unsure.
