expose public match data not working #17351

Description

Expose public match data setting is not working as dotabuff stats website continues to receive all information despite having it disabled for many months. My friends have tested it too and their privacy is also being violated despite the setting being disabled. PLEASE FIX!

steps to reproduce: -disable "Expose public match data", restart and continue playing dota -you will see dotabuff update and list all of your new games and data as if nothing changed

set db to private if that's your concern
