Failed to initialize Steamworks SDK for gameserver. No STEAMUGC_INTERFACE_VERSION019 #18068

Description

Since the Crownfall part 2 patch, whenever I open dota it says "no connection to steam", even though I am connected to steam as i can see my friends list, and all other games are working, and I have internet connectivity. Then when I try to demo a hero the client crashes and I get this error: "Failed to initialize Steamworks SDK for gameserver. No STEAMUGC_INTERFACE_VERSION019".
