[7.36] Bounty Hunter's Cutpurse facet does not trigger with certain targeted items and abilities

Description

Bounty Hunter's Cutpurse facet does not trigger under the following circumstances:

• When manually casting Jinada on an enemy hero (doesn't increase steal amount)
• When auto-casting Jinada on an enemy hero (doesn't increase steal amount)
• When casting Track on an enemy hero that is already Tracked
  • Does steal correctly on first Track application
• When casting Urn of Shadows or Spirit Vessel on enemy hero
  • Doesn't work whether they're already suffering from Urn/Vessel debuff or not

All other items and Bounty Hunter abilities apply Cutpurse every time in Demo mode, even when used repeatedly with no cooldown.

Cutpurse facet still does not work with track in 7.36c. This seems like a bug due to both the wording of the facet and the playstyle of BH, where its necessary to re-apply track onto heroes to keep vision of them.
