Bristleback passive shoots quill sprays despite having Snot Rocket facet #19164

Description

When bristleback takes heavy damage, his passive starts sometimes shooting quill sprays again, instead of viscous nasal goo as the facet dictates.

I was able to reproduce this with any hero using Desolator and Stygian Desolator, or, for instance, weaver's The Swarm. Other heroes that reach massive damage can also replicate this, so it seems unrelated from Bristleback's armor value.

I seem unable to recreate this bug in demo mode, and a similar issue (#19270) has been closed. I think it's been fixed :3
