PA Blur with 1st Facet uses mana on Revenant #19230

Description

as the title says, go to test mode, buy revenant, you have the 1st facet that uses no mana after blur expires for 5 seconds, revenant hits cost mana

Example Match ID (and possibly Timestamp)

Blur gives 100% mana cost reduction for 5 seconds after it ends with Veiled One. What's the problem here?
