-dx11 takes 18-25 seconds to load the hero selection after accepting a match however -vulkan only takes 5-6 seconds

Description

• Having an issue where the game in the hero selection takes 18-25 seconds to load in the -dx11 mode which eventually kicks me out of the match and bans me.
• However, if I use -vulkan I get into the hero selection within 8 seconds.
• Now the problem is that with vulkan, my game gets jittery/choppy which is unplayable and this makes me leave only one solution, that is to change it into dx11 and again the same process from above.
• Also, tried the solutions form this issues but its not working https://github.com/ValveSoftware/Dota2-Gameplay/issues/15333
