I'm not entirely sure if it's intended, but it says in the tool tip when you alt, that
"Morphing won't copy Shard/Scepter abilities unless morphing owns the respective items"
It doesn't specify whether not only you have to have the Shard/Scepter, but also the targeted enemy to have them themselves for you ( morphing) to get the upgrade
It seems like if the upgrade of the targeted enemy hero, is a new ability(new active icon) from it's Shard/Scepter, it requires not only morph to get either the Shard/Scepter, but also the enemy to have one, to get the ability.
But if the upgrade is just and extra buff or effect of existing ability(1 of 3 basic abilities), morphing will get the upgrade just buy having the Shard/scepter, without the targeted enemy hero having also having those upgrade themselves.
For example:
FV Timewalk
Shard: Gives Reverse TImeWalk
Scepter: Applies TimeLock on destination
If Morphing were to Morph into FV, and Morphing has both Shard and Scepter, but FV having non of those, Morphing only get the upgrade of the Scepter and not the shard.
Fv needs to have the shard himself, for Morphing to get the reverse time walk ability when he morphs into FV, even though Morphing already has Shard.
Morphing gets both Shard and Scepter upgrade when morphing into Gyryo, even though Gyro has neither Shard/Scepter.
Morphing only gets the Burrow ability(sceptre upgrade) when Nyx also has a sceptre on him, even though in both cases Morph has sceptre on him.
