Ogre Seal Totem

Description

In a recent patch, ogre seal totem had it's cast time removed so it's effect was immediate. But since these past few days (or just today) it's cast time has been added back onto it, like in previous patches since the buff. Somewhere in a PR the change got reverted.

Ill attach the match I just played as Dark Willow, but you can go into a practice lobby and try this out for yourself.

It was made 25-th of June. The same happened with Refresher Orb (IMMEDIATE flag was also removed). Pretty sure intentional.
