If you do not accept a game on time you are blocked from the queue for 3min.
This might sound as a good idea in a sufficiently populated game with a working UI (valve's nemesis), which doesn't apply to Dota2 unfortunately.
Sometimes you're looking for a classic ranked game for 20-40min if the rank gap is too large. The longer it takes, the more likely it is for anyone out of 10 people not to accept.
And if that's not bad enough sometimes you can't accept games at all (1 out of 200 games maybe, sums up if you need 10 people).
Please reconsider banning people from re-entering the queue if they've already searched a game for longer than 10 minutes. At least on first violation. Finding a game solo is no problem, but this is needlessly annoying. You don't have the playerbase for this.
