Assistive Device (mouse replacement) no longer working in 8/24/24 update #21198

Description

Mac Studio M1 — Sonoma 14.6.1 (absolute latest)

I use a Wacom Intuos tablet as an alternative to a regular mouse, to solve repetitive stress injury/carpal-tunnel problems. As of today's update, it's stopped working; the cursor is moving, but even position tracking of it in-game (i.e. for highlighting button hovers) is not working, nor is clicking (as though the OS knows the cursor is moving, but the game isn't getting the info). It basically makes it impossible to play the game without using a proper mouse, and the carpal tunnel comes back real fast.

This issue was actually present for several months before this, but could trivially be solved by "alt-tabbing" to a different program, and then switching back. Upon doing so, everything would start working correctly. A few other games have custom-art cursor issues like this, and alt-tabbing always changes them to the visually correct cursor (civ 6 and stellaris, for example). I'm not sure if this is related to some attempt to fix that.

Troubleshooting: I've tried switching to every fullscreen/windowed mode available, tried enabling/disabling the steam overlay, I've verified the game content, etc, etc. Nothing's solving it.

Example Match ID (and possibly Timestamp)
