Hello, can I ask a question? My account can't add friends and my "Ranked" Finding match is taking too long. Can you help me? What can I do?

My Game ID : 398898919

Lately i have 99minutes finding match .. i can't play ranking match due to ranking match taking me too long please help me to fix issue of account.
