Replays: Pause + rewind breaks dota #21491

Description

Sequence of events:

Watching replay, everything works. Pause the replay Skip ahead/behind using the +10 or +60 Replay is stuck in pause, unable to be resumed. Camera still works.

If you quit the replay and watch it again, the whole game goes by in 16x speed. None of the replay controls work (can't slow down, cant pause, cant

The replay is paused, but the pause button indicates that it is playing. Replay controls are NOT working (cant do anything except move camera)

If you close the replay, and open another one, controls remain unusable, and the game is stuck in 16x

Same for overwatch cases;

@Aluerie I found a fix. Close the replay and reopen. Before the pick phase ends, press jump to game in the top right (be quick). This usually fixes it (but it doesnt show highlight locations anymore)
