Let player set minimap and accent colors in settings #21678

Description

For many years we are able to set minimap and accent colors through autoexec.cfg file For example, I have: dota_enemy_color 255 255 0;// Yellow dota_neutral_color 255 0 255;// fuchsia or magenta color dota_friendly_color 0 255 255;// Cyan

Just add option to choose colors in game and their RGB codes fields

Example Match ID (and possibly Timestamp)
