Crash Causes Game To Not Open #21999

Description

I had reinstalled windows thinking my recent crashing issues was a computer issue, however, as soon as the crash happens, sometimes when I try and open dota, I get left waiting for "downloading content" which is stuck at 0%

Note: This has caused me 3 abandons in a row and now I'm in low prio. I'm afraid to play because it may make it worse.

Also on top of this, it will eventually just reinstall Dota (55GB).
